Planning and building approval answer different questions.

Planning requirements consider what may be developed on a particular property. Building approval considers compliance of the proposed building work with the applicable building requirements. Meeting one does not automatically resolve the other.

The Australian Building Codes Board advises homeowners to check planning and building requirements early, and explains that the National Construction Code applies to new extensions where building approval is needed.

Check the address, not a general suburb assumption.

Ask the relevant professional to check your property against the current City of Gold Coast planning framework. Questions may include the proposed building height, boundaries, site coverage, overlays, existing approvals and conditions.

This guide does not provide universal height or setback limits. The applicable requirements depend on the property, the proposal and the current rules. A planning consultant or council can clarify the planning side; a licensed building certifier can explain the building approval pathway.

Designer or architect

Discusses the brief and prepares design information within the agreed scope.

Structural engineer

Assesses and designs relevant structural aspects within their professional appointment.

Building certifier

Assesses building approval requirements and performs the certification role for the project.

Builder

Prices and carries out the contracted work. Confirm exactly which consultants, applications and approvals the builder will coordinate.

Not every professional provides every service. Clarify responsibilities, licence requirements and fees directly before engagement.

Get the approval plan in writing.

Ask which documents are needed, who will prepare and lodge them, and which approvals must be in place before work begins. Request copies of relevant approved drawings and ask how proposed design changes will be checked during construction.
